Mandatory Flu Shots???

I just found out that here in New Jersey, with the exception of religious beliefs and allergies, it is now MANDATORY for any child entering the first grade to get a flu shot. MANDATORY!! If a child goes to school without having a flu shot, the school risks huge fines and the child risks expulsion from school. How can this be??? Isn't this America? How can a flu shot now be mandatory?
