Looking for a damn good linux code writter to move a robot arm

I am scoutnig for a valid code writer in linux to move a robot arm, anybody can give me a lead? I'ts a project in Pakistan, payd by monthly progress, and we need to do a damn good job, This should be an auto learning program that can read what the encoders say, and know exactly where is the arm, what weight is holding, what operations it's required, after a manually training that is given to the machine to be memorised. Do you trust Obama to realise some changes?

My personal opinion sounds like this: Obama can do Nothing! Our faith in Obama cand do it ALL It works like a Placebo Medicine, is the strong belief that it really works that heals the patinets, while in reality we gave them just a piece of shugar!
